The Town of Essex and the Village of Essex Junction are committed to sharing information and providing leadership throughout the evolving Coronavirus (COVID-19) pandemic.  Decisions are guided by three priorities:  slowing the transmission of the virus within our community, continuing essential municipal services, and ensuring the safety and health of all municipal employees and Essex residents.

INFORMATION AND RECOVERY:

COVID-19 TESTING EVENTS:  This is for asymptomatic people to sign up for a COVID-19 test to tell you if you currently have a COVID-19 infection. This is not a serology/antibody test, and will not tell you if you were sick with COVID-19 in the past. Please visit the Testing Registration website for more information.

Watch for symptoms:  If you are experiencing fever, cough or shortness of breath, stay at home and contact your health care provider online or by phone.  

When to seek medical attention:  If you develop emergency warning signs for COVID-19 get medical attention immediately.  Emergency warning signs include*:

  • Trouble breathing
  • Persistent pain or pressure in the chest
  • New confusion or inability to arouse
  • Bluish lips or face

Unified Manager’s Office

The Unified Manager, Deputy Manager and HR Director will be working remotely through at least July 16, 2020. Assistance is available during regular business hours by calling 802-878-1341 or emailing manager@essex.org.  

All Town of Essex and Village of Essex Junction boards, commissions, and committees are meeting remotely, when they need to meet. Further information on future meetings will be posted on the Town and Village websites.  To read more about recent State changes for boards and commissions, the Vermont League of Cities and Towns has provided a summary as of May 27, 2020:  Open Meeting Law during COVID-19 State of Emergency.  

Police and Fire Departments

Emergency services (police, fire & rescue) continue to deliver all emergency services to our community.
For general non-emergency questions, you can call 802-878-8331 or 9-1-1 for emergencies.

Clerk/Treasurer

The Clerk’s Office at 81 Main St. has expanded appointment hours for land record searches and marriage licenses. Applicants for marriage licenses must have completed the application which can be found here: https://www.essexvt.org/235/Marriage-Licenses . Both parties need to sign the application, but only one party needs to bring the application in to have the license issued.  For more info call 879-0413. The new hours, which took effect on June 15, 2020, are Monday through Friday, from 8:00 AM to 12:00 PM, and 1:00 PM to 4:00 PM. Two members of the public at a time are allowed in the Clerk’s Office. Visitors must wear face masks, must pass a screening test, and will be given gloves before entering the building.

Online access to land records is now available.

All other services will be offered remotely by phone, email, website, or drop box:

  • By phone or email:

    • Printouts of taxes paid
    • Requests for early/absentee ballots

      • Please be aware of due dates and methods of paying property taxes. The Town is required by Essex Town Charter Ch. 8, Sec. 802 to charge penalty and interest on balances unpaid by the date due. Delinquent balances are charged an 8% one-time penalty immediately after the due date and 1% interest monthly thereafter, until paid in full. Pursuant to 24 V.S.A. §1535, taxpayers have the right to seek relief from the Board of Abatement for the reasons outlined in statute.

Assessor

Town of Essex and Village of Essex Junction Assessor will be working remotely and the offices will be closed to the public through at least July 16, 2020. Assistance is available during regular business hours by calling 802-878-1345 or emailing assessor@essex.org. We ask that all business with the Assessor’s office be conducted remotely via phone, email, through our online property card system, or through our online tax maps.  Residents and customers are asked to conduct all municipal business electronically, by phone, or by mail. For any business that cannot be conducted remotely, staff will be available by appointment only.  When entering municipal buildings, the public must wear masks and gloves. Staff will also ask screening questions before allowing visitors to enter. 

Essex Free and Brownell Libraries

Beginning May 4, our Libraries will offer curb side service for materials loaning.  The service is available Monday through Friday, 10:00 AM to 6:00 PM at both Brownell Library and Essex Free Library.  Essex Free Library is now also open for pickup only on Saturdays from 10:00 AM to 12:00 PM.  Our Libraries also have a large variety of online resources that can be accessed with your library card. Community Development

The Community Development Departments will be working remotely and the offices will be closed to the public through at least July 16, 2020. Staff will be monitoring voice mail and email and will respond to inquiries within 1-2 business days. The Planning Commissions and Zoning Boards of Adjustment will meet as needed to process applications.

Parks and Recreation

Offices/Programs:  The EJRP and EPR offices at 75 Maple Street are open through Monday-Friday, 10:00 AM to 2:00 PM via their walk-up service window, just to the left of the front doors. There is a barrier between our staff and the public, but we request that you wear a mask, as other members of the public may pass by you or be waiting. If someone is at the window and you need to wait, please wait at least six feet back. While we are excited to be back in the office and would love to interact with you, we do believe that 95% of our customers’ needs can be served over the phone, via e-mail, online, and through the mail. We strongly encourage people to utilize these methods to remotely connect with us to assist you.

Parks: (July 2, 2020 update) In response to the Governor’s update to outdoor recreation, Essex Parks have allowed the following updates to park amenities in accordance to CDC guidelines and municipal approval. This is subject to change at any time.

  • Arrive, Play and Leave - Groups may not congregate before or after activities. Please park in designated lots/areas only.
  • If you are exhibiting symptoms, please refrain from visiting.
  • Current organized group size: 25
  • Fields, courts, skatepark, and disc golf are open. Physical distancing guidelines still remain in place. Playgrounds are open, but picnic tables are unavailable for use at this time.  Please do not visit if you or someone from your household is ill.  Please wash your hands before and after using amenities, mind physical distancing from others, and do not touch your face.  
  • The designated dog park is open.  Visitors are asked to social distance and face masks are preferred.
  • Indian Brook Reservoir is open for pass holders only and dogs must be leashed at ALL times while on the property. Violations may result in the suspension or termination of passes.  All other amenities remain closed, including playground structures.
  • Remember, what you may be comfortable with doesn’t mean that others feel the same. Be respectful of one another.

Parks, trails, and open spaces: These remain open as an important resource for health and wellness, as long as they are used in a safe manner. Keep a six foot physical distance from other individuals not with your group at all times. . While on trails, warn other users if you need to pass, and only pass when you can maintain a six foot physical distance away.

Camps/Day Care- In accordance with State and Federal guidelines, Essex Parks and Recreation and Essex Junction Recreation and Parks are running camps and programs this summer.

Pools- Maple Street Pool and Sand Hill Pool are now open in a limited capacity this summer. Both pools are offering swim lessons this summer. Both pools require reservations prior to arrival, along with completing a contact tracing log sheet.

Public Works and Water-Sewer 

As of Wednesday, April 29, Public Works field staff has returned to regular work schedules (start times of shifts may be staggered to minimize contact between teams of employees).  This includes all Highway and Water-Sewer employees.  Employees are practicing social distancing and wearing face masks if they need to share vehicles or if they are working in close proximity to other employees and the public.

Senior Services

The Essex Area Senior Center and Senior Van Service are closed until further notice.  Virtual programming is coming soon!
